Assessment of the compliance of the specific objectives of Natura 2000 sites BG0000366 "Kresna-Ilindentsi" for the protection of natural habitats and wild flora and fauna and BG0002003 "Kresna" for the protection of wild birds, with the realization of Lot 3.2 of the Struma highway The Road Infrastructure Agency assigned to Dicon Group to provide an environmental expertise to assess the compliance of the specific objectives of Natura 2000 sites BG0000366 "Kresna-Ilindentsi" for the protection of natural habitats and wild flora and fauna and BG0002003 "Kresna" for the protection of wild birds, with the realization of Lot 3.2 on the Struma highway, on the eastern option Г10.50. Expert assistance regarding the requirements of the Water Framework Directive (WFD) Hydropower Association assigned to Dicon Group to provide environmental expertise regarding the requirements of the WFD and good practices for its implementation. Period of implementation 2023-2024
Updating the NPAF and conducting campaigns to increase the support and to raise the awareness of the Natura 2000 network management in Bulgaria The Ministry of Environment and Water (MoEW) has developed and adopted a new approach to managing the "Natura 2000" network in Bulgaria, which will create conditions for coordinated, efficient and lawful management of the network. The approach envisages the establishment of an effective management structure based on national and regional level, an obligation to develop management plans for Natura 2000 sites, and in this regard – active communication with all stakeholders. Dicon Group organized and conducted three national campaigns accompanying the introduction of the new Natura 2000 management approach. Period of implementation 2018-2023
Criteria for the identification of significant pollution from diffuse sources, selection and application of appropriate models for quantitative impact assessment In fulfilment of the requirements of the Water Framework Directive, Member States should develop criteria for identifying significant pollution from diffuse sources of surface water, as well as carry out a quantitative assessment of their impact. The World Bank commissioned Umweltbundesamt GmbH (Federal Environment Agency of Austria), in partnership with Dicon Group Ltd. (Bulgaria) and Deltares (The Netherlands) to develop criteria for identifying significant pollution from diffuse sources of surface water, as well as to select and apply appropriate models for quantitative assessment of the impact, on the scale of the river basins in Bulgaria. Developing Tools to Support Farmland Bird Conservation in the European Union The European Commission's Birds@Farmland (B@F) initiative was launched in 2020 to support 10 Member States (Austria, Bulgaria, Czech Republic, Germany, Spain, Finland, France, Hungary, Italy and Portugal) in bird conservation in agricultural lands. For Bulgaria, the team of Dicon Group, as a partner in the Consortium, developed two schemes for the conservation of birds in agricultural lands. Period of implementation 2020-2022
Organisation of events for the preparation and training of the population for reaction in floods and subsequent crises The good preparation of the population guarantees the reduction of the consequences of floods, the limitation of possible damages and victims, as well as helps the quick and accurate response in the event of a disaster situation. The General Directorate "Fire Safety and Civil Protection" (GD FSCP) at the Ministry of Interior commissioned Dicon Group to organize and conduct trainings to prepare the population for actions in the event of floods and subsequent crises, in which more than 90,000 persons participated. The capacity of 700 employees of GD FSCP was built to continue this process over time, participating in specialized training teams at the six training centres of the Contracting Authority. The developed training plans, programs, materials, manuals represent a complete methodological package of tools to ensure the training process in the future. Period of implementation 2017-2022
Biological classification of surface water bodies of categories "river", "lake” and "transitional water” in bulgaria as basis for assessment of ecological status and ecological potential within the development of the 3rd RBMP In accordance with the requirements of the Water Framework Directive, the ecological status of surface water bodies in Bulgaria is assessed according to the type-specific reference conditions and the classification system for biological quality elements, and the main physicochemical quality elements supporting them for each of the surface water categories – rivers, lakes, transitional waters and coastal sea waters. For heavily modified and artificial water bodies, the status is defined as ecological potential. The World Bank and the Bulgarian Ministry of Environment and Water commissioned Dicon Group to assess the ecological status and ecological potential of all surface water bodies in Bulgaria, for the purposes of developing the third River Basin Management Plans (RBMPs). Elaboration of National Prioritised Action Framework for Natura 2000 for the multiannual financial framework 2021 – 2027 The Prioritized Action Frameworks (PAFs) are strategic multi-annual planning tools which aim to provide a comprehensive overview of the measures needed to build the EU-wide Natura 2000 network and associated green infrastructure, specifying the funding needs for these measures and link to the corresponding EU funding programmes. The Ministry of Environment and Water commissioned Dicon Group Ltd. to develop a National Framework for Prioritized Actions (NFPA) for Bulgaria, for the period 2021-2027. Analyses and studies of the bird species in Bulgaria, subject to reporting under Art. 12 of the Birds Directive (2009/147/ЕC) According to Article 10 of the Birds Directive, Member States must: "encourage research and activities necessary for the conservation, management and exploitation of populations of all bird species listed in Article 1." Member States are also required to prepare a report on the implementation of the Directive every 6 years. Executive Environment Agency (ExEA) commissioned Dicon Group to develop a comprehensive methodological approach for monitoring and assessing the status of bird species, subject to reporting under Art. 12 of the Birds Directive, collection of field data and information, as well as the preparation of the report under Art. 12 of the Birds Directive, for the period 2013-2018. Validation of the typology and classification system in Bulgaria for assessment the ecological status of surface water bodies of categories “river”, “lake” and “transitional waters” Two of the key elements of the Common Implementation Strategy (CIS) of the Water Framework Directive 2000/60/EC are the validation of the typology of surface water bodies and the validation of the classification system for the assessment of the ecological status and ecological potential of surface waters bodies. The World Bank and the Ministry of Environment and Water commissioned Dicon Group to conduct the process of validating the typology and classification system for the assessment of ecological status/ecological potential in Bulgaria, so that the results achieved will be used in the preparation of the third RBMP. Pilot development of the fourth level of nature protection (conservation) objectives for the target features of Natura 2000 site for protection of natural habitats BG0000366 "Kresna-Ilindentsi" and of Natura 2000 site for protection of wild birds BG0002003 "Kresna" The site-specific (conservation) objectives are determined according to Art. 4, paragraph 4 of the Habitats Directive and are also applicable to bird species under the Birds Directive. They are the basis for determining conservation measures and must be based on scientific knowledge and qualitative information about the status of the Natura 2000 sites concerned, the species and natural habitats subject to conservation in it, as well as the main pressures and threats that may affect them. The Ministry of Environment and Water commissioned Dicon Group to develop the specific objectives for the first two protected areas in Bulgaria, as a pilot model for subsequent work. Conducting trainings for improvement of the efficiency and effectiveness of the services provided by the Commission for Consumer Protection (CCP) to the Bulgarian enterprises The Commission for Consumer Protection (CCP) implements a complex of measures to increase the effectiveness and efficiency of the services provided to Bulgarian enterprises. The commission assigned Dicon Group to organize and conduct trainings for business representatives, to work with the conciliation commissions of the CCP, for alternative dispute resolution, as well as regarding legislation and issues related to consumer protection. A vision was developed for the necessary follow-up actions after the completion of the contract. Period of implementation 2020-2020

Specific Trainings for applicants and beneficiaries of Operational Programme "Innovations and competitiveness" 2014-2020 The development and implementation of quality projects to promote innovation and competitiveness in Bulgaria depends mostly on the capacity of applicants and beneficiaries of projects with European funding. The governing body of OP "Innovations and Competitiveness" 2014-2020 assigned Dicon Group to organize specialized trainings for candidates and beneficiaries according to the individual procedures of this operational program. Providing services for development and national aligning of management approach for the Natura 2000 network and the National Prioritized Action Framework for Natura 2000 (NPAF) As a member state of the EU, Bulgaria is obliged to ensure the management of Natura 2000 sites by determining and implementing the necessary measures for the protection of species and of natural habitat types. For this purpose, effective and efficient management of the Natura 2000 network is necessary. The Ministry of Environment and Waters (MoEW) commissioned the Dicon Group to develop a new approach to the management of the Natura 2000 network in Bulgaria, through which conditions will be created for a coordinated, effective and lawful management of the network. The approach envisages the establishment of an effective management structure based on national and regional level, an obligation to develop management plans for Natura 2000 sites, and in this regard – active communication with all stakeholders. Intercalibration of the methods for analysis of biological quality elements (BQE) for the surface waters types on the territory of Bulgaria, corresponding to certain common European types in the Geographical Intercalibration Groups Annex V of the Water Framework Directive 2000/60/EU introduces a unified system for assessing the status of surface waters. In order to ensure comparability between the results of ecological state assessments, which are carried out according to nationally developed and approved methodologies, each of the EU member states participates in the so-called "intercalibration" process. The Ministry of Environment and Waters (MoEW) commissioned Dicon Group to intercalibrate the methods for the analysis of the biological quality elements (BQE) for the surface water types on the territory of Bulgaria, corresponding to certain common European types in the geographical groups for intercalibration.
